CACI-CMS Information Services – January 2012- Current

Principal Lead DeveloperManaging developer position responsible for all aspects of project management and development. This position requires managing a small team of developers responsible for several applications. Daily development is a must as well as focusing on enhancing the customer experience through performance and UI development. All project use C#, jQuery and Oracle as base technologies. Various libraries, such as Angular, are being introduced as we work to bring this client to a technology-forward looking position.

ESi Acquisition, Inc. – August 2007 - Current

ESi is the creator of WebEOC®, an extremely easy-to-use software package used by numerous Emergency Operations Centers and Corporations alike. This position was created to enhance customer service by providing local assistance to customers in the local FEMA region including technical and process implementations.

Regional Manager/Business Systems Lead Developer - Senior level development position responsible for managing development and implementation of ERP/CRM systems for internal use. Frequently consulted by Executive Managers on technical issues as well as development of fiscally responsible process improvement throughout various aspects of internal functions. Developed several applications for internal use as needed to allow core development group to focus on customer needs. Brought into product development to facilitate unique solutions for more advanced customer requirements. Created custom integration with Google services to allow real-time searching of Missing Persons related to Haiti Earthquake. Frequently worked with internal IT staff on various server administration and networking functions.

Also in this role, developed numerous additional features for the software package to allow for resource management and dispatching of those resources in an E911-type environment.

Virginia Department of Emergency Management – January 2006 to August 2007

Chief Technology Officer - As a member of the executive staff, worked with other cabinet-level agencies to manage network operations, architecture and development of applications, databases, policies and procedures to facilitate secure and reliable communications on all levels of emergency management throughout the Commonwealth. Position required frequent communications with various agencies including the Office of the Governor, Office of Commonwealth Preparedness and 141 localities. Consulted with other departments and executives on process improvement and establishing efficiency metrics showing "earned value" of management decisions.

Managed all facets of application development, systems management and communications infrastructure for state’s Emergency Operations Center in Richmond, VA. Managed budget as appropriated by the agency head and General Assembly. Managed contracts with various vendors, including very complex IT procurement procedures. Developed various internally required applications and managed/executed custom WebEOC development to facilitate specifc agency needs. While in this position, acted as ghostwriter for Governor Tim Kaine to contribute a chapter on how IT is helping emergency management for a nationally published book.

CACI - CMS Information Services – November 2001 to October 2005

Deputy Chief Technology Officer - Working with executive staff, designed, managed and developed both business strategies and demonstrable prototypes of various technologies to help determine the feasibility of use within the company as well as within the limits of requirements established by various clients. Developed and implemented company portal using Visual Studio.NET (C#), SharePoint and Exchange 2003 Servers. Provided technical white papers to both internal and external sources. Continued work with the CIO to provide a stable technical direction for the company while maintaining a strict budget. Provided numerous hours of assistance to developers and clients alike regarding various technical issues as well as how these technical issues relate to the business case at hand.
